Job summary

Johns Hopkins University - Jhpiego in Washington, DC seeks a Senior Project Officer to manage HR activities across USG-funded multi-country projects, ensuring startup, close-out, onboarding, vendor coordination, and compliance are delivered on time.

The role requires coordinating with Global HR, Regional HR Partners, and country teams, maintaining plans and documentation, and guiding change management and communications. Some travel may be required.

Qualifications

• Master's degree in a related field.
• Four years of related experience.
• Additional education may substitute for required experience and additional related experience may substitute for required education per the JHU equivalency formula.

Responsibilities

• Develop and maintain HR project plans, timelines, trackers, action logs, and deliverable schedules for project HR workstreams.
• Coordinate HR start-up, close-out, staffing transitions, workforce planning scenarios, contract changes, separations, onboarding, and movement of staff between employment models or implementing partners.
• Serve as a liaison between Global HR, Regional HR Business Partners, country HR teams, project leadership, Finance, Operations, Talent Acquisition, Compensation, Legal, and other stakeholders.
• Support coordination with Employers of Record, payroll providers, recruitment vendors, benefits providers, and consultants; track activities and escalate issues.
• Track progress against HR workplans; prepare updates, dashboards, briefing notes, and status reports for project/HR leadership; maintain records and docs.
• Identify HR-related risks, dependencies, gaps, and bottlenecks; maintain risk and issue logs; follow up on compliance actions; elevate matters requiring leadership input.
• Support communications and change management related to HR transitions, policy implementation, staffing changes, and HR process updates.
• Partner with Talent Acquisition and country HR teams to track recruitment needs, job descriptions, onboarding readiness, and hiring milestones for project roles.
• Support HR data collection and reporting with HR systems and country teams, covering staffing, onboarding, separations, and performance management.
• Document lessons learned and opportunities to streamline HR project processes; help develop SOPs, templates, and guidance materials.
• Maintain internal knowledge management: staff lists, mailing lists, and Communities of Practice updates.
