Job summary

Quantum Research International, Inc. is seeking an HR International Support Specialist to provide HR and administrative support to the Army's Portfolio Acquisition Executive (PAE) Fires, ICO office.

The role focuses on onboarding, timekeeping, workforce tracking, and development initiatives to enhance readiness and mission effectiveness. The candidate will coordinate with HR, manpower, and leadership to ensure timely personnel actions, compliance with DoD policies, and accurate records

Qualifications

• Bachelor's degree in Human Resources, Business Administration, or related field, or equivalent experience.
• Active Secret security clearance is required.
• Experience providing HR, personnel management, or administrative support.
• Ability to coordinate onboarding, out-processing, personnel actions, and workforce tracking.
• Experience maintaining accurate records, preparing reports and briefing materials.
• Strong organizational skills and ability to manage multiple priorities.
• Excellent written and verbal communication with stakeholders.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
• Ability to handle sensitive personnel information with discretion.

Responsibilities

• Onboard civilian employees and manage out-processing workflows.
• Provide timekeeping and leave administration using ATAAPS.
• Maintain rosters, trackers, emergency contacts, and staffing updates.
• Assist workforce realignment, reassignments, and development tracking.
• Prepare and track civilian awards, Time Off Awards, and certificates.
• Coordinate training, orientations, mentoring, and development metrics.
• Support recruitment by drafting vacancy canvass announcements and coordinating interviews.
• Maintain staffing trackers and conduct staffing audits per Army policy.
• Prepare HR staffing packages and RFIs; track tasks to completion.
• Assist with FDM records and ethics training requirements.
• Collaborate with HR, manpower, training, and leadership to resolve issues.
