Job summary

ICF's Global Health and Development unit seeks a Technology Director to lead modernization across global health and survey programs. This hands-on leadership role owns end-to-end technology delivery, acts as a principal technical architect, and guides engineers, data scientists, and field teams to deliver scalable, standards-driven solutions.

The role requires deep experience in AI/ML systems, multi-country deployments, and cloud platforms, with a focus on data quality, privacy, and governance

Qualifications

• Bachelor's degree in IT, Engineering, Information Systems, or a related technical field (or equivalent experience).
• Minimum 10 years of professional experience designing and delivering technology solutions, including hands-on architecture of multiple complex systems taken into production.
• Minimum 5 years leading and mentoring software or data engineering teams to build products or deploy systems.

Responsibilities

• Own delivery of the program's AI innovation portfolio across data-to-report production, multilingual questionnaires, and new measurement approaches.
• Run the stage-gate process, lead go/no-go reviews, and reallocate funding to higher-value workstreams as needed.
• Serve as the principal technical counterpart to the funder, reporting progress and candidly communicating results.
• Manage the innovation portfolio, schedule, and risks with the project manager, including cloud operating costs.
• Coordinate across global development programs and share methods with technology partners to avoid duplication.
