Job summary

Mass Digital Health is seeking an HR Director, Contingent Workforce to own strategy and governance for the organization’s contingent workforce program. You will lead the end-to-end management of staff augmentation, independent contractors, and SOW engagements across regions and business units.

Partner with Sourcing, HR, Finance, Legal, Risk, IT, and business leaders to ensure cost-effective, compliant, and scalable external workforce aligned with enterprise total talent strategies.

Qualifications

• Bachelor’s degree in HR, Business, Supply Chain, Finance, or related field.
• 12+ years in workforce management, contingent workforce programs, procurement, MSP, or related field.
• 7+ years leading contingent workforce programs at enterprise scale.
• Experience managing MSP and VMS solutions.
• Expertise in contingent labor compliance, worker classification, and co-employment risk.
• Experience overseeing contingent labor spend, supplier contracts, rate cards, and performance.
• Strong leadership, executive communication, analytical, financial-management, and change-management skills.
• Ability to work across Procurement, HR, Legal, Finance, IT, Risk, and senior leadership.

Responsibilities

• Develop and execute a multi-year contingent workforce strategy aligned with enterprise objectives.
• Lead governance, policy development, stakeholder communications, and change management.
• Oversee end-to-end contingent labor lifecycle from demand planning to offboarding.
• Establish regional operating standards while honoring jurisdictional requirements.
• Oversee spend, budgeting, forecasting, rate-card governance, and supplier optimization.
• Identify cost savings while preserving worker quality and continuity.
• Manage MSP, staffing suppliers, independent contractors, and SOW ecosystems.
• Negotiate contracts, conduct quarterly reviews, and ensure compliance.
