Job summary

HALO is hiring an External Workforce & BPO Program Manager to lead our contingent workforce and outsourced services programs. The role focuses on governance, data insights, and cross-functional collaboration to optimize staffing and costs across a global workforce.

The ideal candidate will have 6+ years in related roles, a strong ability to implement scalable processes, and experience with VMS systems. Hybrid work in the US is common, with emphasis on data-driven decision making.

Qualifications

• Bachelor's degree preferred.
• 6+ years of experience in contingent workforce management, vendor management, HR operations, or related fields.
• Experience managing programs requiring strategic and operational execution.
• Ability to document and improve processes while maintaining data integrity and controls.
• Experience evaluating workforce fulfillment models with stakeholders.

Responsibilities

• Lead and evolve HALO's contingent workforce and outsourced services programs.
• Own day-to-day administration of workforce records, vendor rosters, contracts, and reporting tools.
• Maintain data integrity through audits, reconciliations, and process documentation.
• Develop scalable processes and governance for global workforce programs.
• Collaborate across Talent Acquisition, HR, Finance, Legal and operations to optimize spend and performance.
• Monitor vendor performance, drive improvements, and resolve issues.
• Prepare and present QBRs, renewals, and KPI tracking.
