Job summary

Circle is seeking a Regulatory and Licensing Program Manager to steer licensing applications across markets from strategy to approval. You will manage multi-month programs, coordinate with Legal, Compliance, and Product, and lead through influence with AI-enabled workflows.

The role demands regulatory depth, clear communication, and global collaboration across time zones. You will run several concurrent applications, define program plans, and report progress to executives while shaping scalable

Qualifications

• 7+ years of program or project management experience, including at least 4 years supporting regulatory, licensing, legal or compliance work at a financial services, fintech or similarly regulated company.
• Direct involvement in at least one licence, registration, or charter application, from requirements to submission.
• Experience delivering complex, multi-month programs with many dependencies and a deadline you do not control.
• Ability to hold senior colleagues to commitments you have no authority to enforce, and to raise a risk early.
• Daily, practical use of AI in your own work for research, analysis, and internal reporting.
• Track record of building with AI, shipping reporting workflows, automations, or internal tools.
• Strong written communication for executive updates.
• Flexibility to work across time zones to support licensing and regulatory activity.
• Familiarity with generative AI models and prompt development.

Responsibilities

• Manage licensing applications end-to-end across multiple markets.
• Build program plans for each market with sequencing, dependencies, owners, and dates.
• Partner with Legal, Compliance, Finance, Product, Engineering, and others to convert regulatory requirements into actionable plans.
• Facilitate working sessions and executive briefings that drive programs forward.
• Track risks and manage escalation paths across active programs.
• Define reporting and metrics for senior leadership visibility.
• Establish scalable service standards for regulatory programs.
• Support external procurement activities (scoping, contracting, budget).
• Strengthen global policy collaboration for consultations, briefings and events.
• Serve as the go-to program manager across the global policy organization.
