Job summary

Circle is seeking a Regulatory and Licensing Program Manager to drive licensing from strategy to approval across markets. You will coordinate cross-functional teams, manage multiple simultaneous applications, and use AI to enhance planning, reporting, and execution.

You’ll work globally with policy and legal leaders, align programs to regulatory timelines, and build scalable service standards while balancing confidential information and time-zone coverage.

Qualifications

• 7+ years of program or project management experience, including regulatory/licensing work.
• Direct involvement in at least one license or charter application end-to-end.
• Experience delivering multi-month programs with dependencies and deadlines you cannot control.
• Comfort using AI for research, analysis, and reporting.
• Strong written communication and handling confidential material.

Responsibilities

• Support licensing applications end-to-end from entry to approval across multiple markets.
• Build program plans per market with sequencing, owners, and dates.
• Partner with Legal, Compliance, Finance, Product, and Engineering to implement regulatory requirements.
• Lead working sessions and steering committee briefings.
• Track risks and manage escalation paths.
• Define reporting and metrics for senior leadership.
• Establish scalable service standards for regulatory programs.
• Support external procurement activities when needed.
• Strengthen global policy collaboration and process discipline.
• Be the go-to program management resource across the policy org.
