Circle is seeking a Regulatory and Licensing Program Manager to drive licensing applications from strategy through approval. You will run multiple programs, coordinate with Legal, Compliance, Finance, and Product, and oversee executive updates.

The role requires regulatory depth, AI fluency, and flexibility across time zones. You will shape how licensing is conducted globally, defining tasks, owners, and timelines while maintaining discretion with sensitive information.

Qualifications

• 7+ years of program or project management experience in financial services or fintech.
• Direct involvement in at least one licence, registration, or charter application.
• Experience delivering complex, multi-month programs with dependencies and deadlines.
• The ability to hold senior colleagues to commitments without formal authority.
• Daily, practical use of AI in research, analysis, and internal reporting.
• A track record of building AI-driven reporting, automations, or tools.

Responsabilités

• Supporting licensing applications end-to-end, from entry to approval.
• Building program plans for each market with sequencing and owners.
• Partnering with Legal, Compliance, Finance, Product, Engineering, and more.
• Facilitating working sessions and steering committee briefings.
• Tracking risks and managing escalation paths across programs.
• Defining reporting and metrics for senior leadership visibility.
• Establishing scalable service standards for regulatory programs.
• Supporting procurement activities across scoping and budgeting.
• Strengthening the global policy org's processes and events.
• Serving as the go-to for program management across the policy org.
