Job summary

Circle is seeking a Regulatory and Licensing Program Manager to drive licensing applications end-to-end across markets. You will coordinate with Legal, Compliance, Finance, Product, Engineering and others to convert regulatory requirements into executable plans and ensure steady progress against deadlines.

You will manage multiple programs, own risk escalation, set standardized reporting, and leverage AI to improve research, analysis, and automation while safeguarding confidential information.

Qualifications

• 7+ years of program or project management experience in regulated finance.
• Direct involvement in at least one licence, registration, or charter application.
• Experience delivering complex, multi-month programs with dependencies and deadlines.
• Daily, practical use of AI in research, analysis, and reporting.
• Track record of building AI-powered workflows or tools.
• Strong written communication and ability to handle confidential material.
• Flexibility in working hours across time zones for licensing activity.
• Familiarity with generative AI models and prompt development.

Responsibilities

• Drive licensing applications end-to-end, from filing strategy to approval.
• Build program plans for each market with sequencing and owners.
• Partner with Legal, Compliance, Finance, Product, Engineering, and more.
• Facilitate sessions and executive briefings to move programs forward.
• Track and manage risks; define escalation paths and involve the right people.
• Define reporting and metrics for senior leadership visibility.
• Establish scalable service standards for regulatory programs.
• Support external procurement activities across scoping, contracting, and budget.
• Strengthen global policy coordination and program management best practices.
• Serve as go-to program manager across the global policy org.
