Job summary

Circle is seeking a Regulatory and Licensing Program Manager in the United States to drive licensing applications from strategy through approval. You will manage multiple regulatory programs, coordinate with Legal, Compliance, Finance, and Product, and lead by influence while handling sensitive information.

You’ll work with AI-driven processes, set program plans, track risks, and report progress to senior leadership across time zones. This role offers a competitive base pay and full benefits.

Qualifications

• 7+ years of program or project management experience in fintech or regulated environments.
• Direct involvement in at least one licence, registration, or charter application.
• Experience delivering complex, multi-month programs with dependencies and deadlines.
• Ability to influence senior colleagues and escalate risks early.
• Daily practical use of AI for research, analysis, and reporting.

Responsibilities

• Lead end-to-end licensing programs from filing strategy to approval.
• Build program plans with sequencing, owners, and dates for multiple markets.
• Partner with Legal, Compliance, Finance, and Product to translate regulatory requirements into executable plans.
• FacilitateExecutive steering committee briefings and risk reviews.
• Define metrics and reporting for senior leadership visibility.
