Circle is seeking a Regulatory and Licensing Program Manager to drive licensing applications from strategy to approval across multiple markets. You will oversee multi-month programs, align with Legal, Compliance, Finance, Product, and Engineering, and lead by influence in a fast-paced regulatory environment.

You will use AI to enhance research, analysis and reporting, manage risks, and provide executive-ready updates.

Competenze

• 7+ years of program or project management experience, incl. regulatory/licensing work at a financial services or fintech company.
• Direct involvement in at least one licence, registration, or charter application end-to-end.
• Experience delivering complex, multi-month programs with dependencies and deadlines.
• Ability to hold senior colleagues to commitments without direct authority.
• Daily, practical use of AI in research, analysis and reporting.

• Drive licensing applications end-to-end across markets.
• Build program plans: sequencing, dependencies, owners, dates.
• Partner with Legal, Compliance, Finance, Product, Eng., and others to turn regulatory requirements into plans.
• Facilitate working sessions and executive briefings to drive programs forward.
• Track risks and manage escalation; ensure executive visibility with metrics.
• Define and evolve scalable service standards for regulatory programs.
• Support external procurement activities in scoping, contracting, budget, and delivery.
