About the Role:

The Finance Program Manager is responsible for program and contract management in support of EOED’s economic development goals. The role will manage a dynamic portfolio of economic development projects ranging from robotics to community infrastructure, regularly interacting with grantees from across the Commonwealth. An integral member of EOED’s Finance team, the Program Manager will also support budget development, performance management, and program reporting.

The Program Manager will work with other state agencies, quasi-governmental entities, and public/private stakeholders. This is a highly collaborative role, working across teams to ensure grant funds are delivered effectively and accountably.

Duties include preparation and execution of contracts, as well as assisting grantees with contract, payment, and reporting requirements. In addition, the Program Manager will monitor project timelines, funding schedules, and ensure appropriate use of funds. This position requires working knowledge of and/or experience with economic development, as well as a working familiarity with grant contracting.

Duties and Responsibilities : (these duties are a general summary and not all inclusive):

  • Contract Management: Regular and direct interaction with assigned grantees for contracting, performance oversight, funds disbursement, amendment requests, and project closeouts. Coordinates with each grantee to ensure that all required documentation for contracting is submitted. Consults with finance, program, and legal staff to determine specific program contract requirements, and to ensure compliance with all applicable state laws, rules, and regulations. Maintains detailed and accurate records of assigned projects and grants. Support ongoing development and expansion of EOED's use of online grant management platforms. Responsible for identifying and helping to resolve issues with projects (and/or grantees), as well as reporting problems to, and seeking assistance/guidance from, appropriate senior staff. Coordinates and responds to all project inquiries and requests in timely and professional manner. There may be additional requests for data and information from the Secretary, other EOED Executive staff, and/or the Governor’s office.
  • Program Implementation and Support: Assist in the implementation of programs that support EOED’s goals as outlined in the Commonwealth of Massachusetts’ Economic Development Plan. Contribute to regular discussions regarding the structure and/or content of EOED grant programs, including but not limited to program guidelines, applications, public outreach, technical assistance, review processes, award requirements. Contribute to development and implementation of EOED’s grant programs.
  • Reporting and Communications :Prepare and submit timely reports and presentations in support of project management as requested by supervisor. Assist EOED executive staff in assessing and/or verifying project performance, timelines, past spending, spending projections, amendments, and closeouts. Also, assist with development and preparation of briefs, project updates, spending projections, press releases, presentations, and other EOED internal or external reports and communications as assigned. This includes responses to requests for information from the Secretary and/or Governor's Office.
  • Support Finance Team: Responsible for the fiscal management of various grant programs and projects. Provide financial projections and budget development support for assigned programs/projects that will inform EOED’s spending plans. Coordinate performance management and reporting for programs as part of the Office of Performance Management and Oversight.

Preferred Knowledge, Skills, and Abilities:

  • Working knowledge of and/or experience with economic development, as well as a working familiarity with grant contracting.
  • Demonstrated experience managing state, federal, or local government grant programs, incentives, and policy initiatives.
  • Demonstrated experience working with various project constituencies, including government agencies, private sector businesses, and nonprofit organizations.
  • Experience managing budgets.
  • Familiarity with economic development, public/private partnerships, and the life sciences and technology sectors.
  • Strong interactive and relationship-building skills with an ability to effectively present information and respond to questions from government officials, the public, and various stakeholders.
  • Ability to gather, analyze and evaluate complex financial and program data and make appropriate recommendations
  • Ability to work in a team-based project management environment. Demonstrated ability to multitask and perform effectively in a fast-paced professional environment.
  • The candidate is an enthusiastic, self-directed, creative problem-solver and passionate about economic development.
  • Must have fluency in Microsoft Excel, and strong computer skills in all standard productivity software (Word, PowerPoint).

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
