Job summary

Bristol Companies in New Orleans, LA is seeking a Construction Surveillance Engineer to support NAVFAC SE. The role focuses on inspection, QA/QC, safety compliance, and contract administration across multiple states.

Expect oversight of field teams, coordination with FEAD/ROICC, and documentation in eCMS. The candidate will review submittals, schedules, and safety plans, assist in cost estimates, and support pre-construction and modification negotiations.

Qualifications

• Seven (7) years minimum experience as Construction Manager, Field/Project Engineer or QC Manager on large facilities
• Experience verifying workmanship and quality standards
• Knowledge of scheduling methods and Primavera/MS Project usage
• Proficiency with MS Word, Excel, PowerPoint and Outlook; Acrobat Pro; RS Means/CostWorks
• Ability to communicate effectively in English, both written and spoken
• Experience in multi-year construction program management including submittal and RFI processing
• Familiarity with Federal building design criteria and CSI/Design specifications
• Ability to price changes and advise on equitable adjustments
• Ability to review as-built drawings and manage documentation
• Ability to identify long-lead materials and procurement strategies
• Completed 30 Hour OSHA Construction Training within past 2 years
• Hold USACE CQM for Contractors or obtain within 60 days
• Valid driver’s license

Responsibilities

• Coordinate outage, permit, haul route coordination with construction contractor
• Attend and take notes at meetings and conferences; brief FEAD/ROICC personnel
• Provide construction briefings and reports
• Review submittals for Government approval
• Review construction schedules and provide comments on progress networks
• Monitor CQC compliance with contract and submitted plans
• Prepare CRRs and CCCNs
• Report safety non-compliance
• Monitor environmental protection and materials testing
• Witness testing of multi-system components
• Manage Daily CQC and CPRs; update Submittal Logs
• Assist field pay estimate worksheets with FEAD/ROICC and contractor
• Notify leadership of disagreements or problems
• Assist pre-final inspections and modification negotiations
• Maintain electronic project files in eCMS
• Prepare independent cost estimates for modifications with narratives
• Provide photographic and record drawing services
• Perform Constructability Reviews; spot checks on plans and specs
• Manage RFIs
