Job summary

Bristol is seeking a Senior Construction Surveillance Engineer (PE) to support the Department Navy at NSA Charleston, Goose Creek, SC. You will lead construction inspection, QA, schedule reviews, and documentation efforts for complex projects valued >$5M.

Responsibilities include coordinating permits, attending meetings, reviewing submittals, preparing CRRs/CCCNs, and ensuring compliance with safety and environmental requirements.

Qualifications

• Seven (7) years of experience as Construction Manager, Field Engineer, Project Engineer or QC Manager on projects >$5M.
• Knowledge of scheduling methods; Primavera Suretrak/P3/P6 and MS Project.
• Proficiency with MS Word, Excel, PowerPoint, Outlook; Adobe Acrobat Pro; RS Means/CostWorks.
• Excellent written and spoken English; briefing management personnel.
• Experience with Federal building design criteria and construction guide specs.
• OSHA 30-hour Construction Training within past 2 years; CQM certification or within 60 days; valid driver's license.

Responsibilities

• Provide management support to FEAD/ROICC for construction inspection, QA, compliance monitoring and contract administration.
• Coordinate outages, excavation permits, burn permits, haul routes and similar items.
• Attend meetings, take notes and brief FEAD/ROICC or representative; include pre-construction and safety meetings.
• Review submittals designated for Government approval; monitor CQC compliance.
• Perform schedule reviews/analysis; comment on progress schedules and network diagrams; review safety and CQC plans.
• Monitor environmental protection, testing and materials QA; witness testing of systems.
• Prepare CRRs and CCCNs; maintain project records in eCMS; manage field pay estimates process with contractor's reps.
• Notify leadership of disagreements or major problems; assist pre-final inspections; advise on modifications.
• Prepare independent cost estimates; provide narrative impact assessments for modifications.
• Provide construction photographic and record drawing services; conduct constructability reviews.
• Manage RFI processing and related documentation.
