Job summary

ADP, Inc. seeks a Proposal Manager to lead and support the development of compliant, competitive proposals for Federal Government opportunities.

The role manages proposal efforts from pre-RFP planning through final submission as part of a broader proposal and capture team. You will collaborate with Business Development, Capture, Operations, Contracts, Pricing, SMEs, and leadership, with limited business development support and travel about 10%.

Qualifications

• Minimum 5 years of experience managing and coordinating DoD or FedCiv proposal efforts.
• Experience with Federal acquisition and proposal processes.
• Ability to interpret solicitation instructions, evaluation criteria, and PWS/SOW requirements.
• Experience developing compliance matrices, proposal schedules, outlines, and review plans.
• Strong writing, editing, proofreading, organizational, and communication skills.
• Ability to manage multiple priorities and deadlines while coordinating cross-functional teams.
• Proficiency with Microsoft Word, Excel, PowerPoint, Teams, and SharePoint.
• Willingness to travel ~10% for industry events and meetings.
• Must possess and maintain an active Secret security clearance.

Responsibilities

• Manage Federal Government proposal efforts, including RFPs, RFQs, RFIs, Sources Sought notices, task orders, white papers, and capability statements.
• Support complex or strategically significant pursuits as part of a broader proposal and capture team.
• Review solicitation requirements and develop proposal schedules, compliance matrices, outlines, writing assignments, and submission plans.
• Lead proposal kickoff meetings, coordinate contributors, track deadlines, and ensure proposal inputs are completed on schedule.
• Write, review, and edit proposal content for compliance, clarity, consistency, customer focus, and alignment with evaluation criteria.
• Identify proposal gaps, weaknesses, and areas where the response does not clearly explain how the company will meet Government requirements.
• Coordinate with key stakeholders and various proposal resources throughout the proposal process.
• Work with Capture and senior proposal leadership to incorporate win themes and customer-focused messaging.
• Facilitate color reviews and coordinate final proposal production.
• Maintain proposal resources including templates, resumes, past performance, graphics, and reusable content.
• Support capture activities through opportunity research, competitor research, and teaming partner identification.
• Attend Government industry days, conferences, and customer or partner meetings to gather intelligence.
• Document event takeaways and follow-up actions for Business Development and Capture teams.
• Support proposal lessons learned and continuous improvement of processes.
