Job summary

Peregrine Technologies seeks an expert in US Federal government proposals to drive our sales and business development efforts. You will own the proposal lifecycle end-to-end—from kickoff to submission—and ensure compliance, quality, and win-theme alignment across technical, management, and cost volumes.

Qualifications

• 7+ years managing Federal proposals (DoD, civilian agencies, or intelligence community preferred).
• Strong knowledge of Federal acquisition processes and proposal compliance standards.
• Experience with Shipley or similar proposal methodologies.
• Excellent writing, executive level communication, editing, presenting and stakeholder management.
• Proficiency with MS Office/SharePoint; experience with proposal management software a plus.
• Active or eligible for security clearance a plus.
• Located in the Washington, DC area and willing to come into our downtown office 4 days/week.

Responsibilities

• Own the Federal proposal lifecycle end-to-end from kickoff through submission.
• Develop compliance matrices, outlines, and schedules aligned to solicitation requirements.
• Lead color team reviews (Pink, Red, Gold) and drive resolution of review feedback.
• Coordinate inputs from sales, capture managers, subject matter experts, contracts, pricing, and leadership.
• Facilitate proposal kickoff meetings, storyboarding, and win-theme development sessions.
• Manage proposal production, formatting, and final submission (including SAM.gov and agency portals).
• Track proposal metrics and support post-submission debriefs/lessons learned.
