Job summary

RSI is seeking a Portfolio Manager to oversee a federal contracts portfolio with DOE, NNSA, and DoD programs. You will lead cross-functional teams, manage risk and financial performance, and drive growth while ensuring compliance with security and contract requirements.

The role requires strategic planning, strong communication, and the ability to manage multiple contracts and personnel across sites, with flexibility for travel and hybrid work arrangements.

Qualifications

• Bachelor's degree in Engineering, Science, Business, or related field.
• Minimum 10 years of portfolio/program/project/contract management experience for federal customers.
• Minimum 7 years of leadership overseeing multiple contracts/projects/business units.
• Demonstrated DOE/NNSA/DoD project experience.
• Understanding of DOE/NNSA/DoD contract requirements incl. performance, reporting, compliance.
• Familiarity with federal security requirements incl. personnel clearances and site access.
• Experience managing profit, revenue forecasts, budgets, funding, backlog, and financial performance.
• Strong written and verbal communication; ability to produce reports and proposals.
• Willingness to work extended hours to meet commitments.

Responsibilities

• Provide oversight of an assigned portfolio of federal contracts and projects.
• Ensure successful project execution with focus on safety, quality, schedule, cost, and customer satisfaction.
• Maintain working understanding of DOE, NNSA, and DoD requirements and ensure compliance.
• Manage portfolio financial performance including revenue, profit, and risks with PMO support.
• Develop and implement portfolio strategies that align with growth objectives.
• Lead staffing and workforce planning for key positions across the portfolio.
• Coordinate with multiple internal functions (Contracts, Finance, HR, Security).
• Deliver portfolio performance reports and executive briefings.
