Job summary

Parsons Corporation is seeking a Portfolio Director to lead NAVFAC & USCG programs, driving successful delivery across IDIQ task orders and multi-program contracts. You will oversee scope, schedule, budget, and compliance while guiding program managers and cross-functional teams.

The role requires 20+ years in federal defense programs, deep contracting knowledge, and strong leadership with a focus on client relationships and financial performance.

Qualifications

• Bachelor’s degree in a relevant field.
• 20+ years of experience managing federal defense programs, contracts, or portfolios.
• Experience overseeing large IDIQ, task order-based, or multi-program contracts supporting NAVFAC, USCG, or other DoD customers.
• Strong understanding of federal contracting, program delivery, and client management.
• Demonstrated leadership, financial management, and communication skills.
• Experience leading change management initiatives in complex, multi-program environments.
• Ability to travel up to 50% (Approx. 2 weeks out of the month).

Responsibilities

• Lead and oversee a portfolio of NAVFAC and USCG programs and contract vehicles.
• Ensure successful execution of scope, schedule, budget, quality, and compliance requirements.
• Manage portfolio financial performance, including revenue, forecasting, margin, and resource planning.
• Build and maintain strong client relationships with NAVFAC, USCG, and related stakeholders.
• Provide leadership to program managers and cross-functional teams.
• Identify and mitigate risks, resolve performance issues, and drive continuous improvement.
• Support business growth through recompetes, task order pursuits, and on-contract expansion opportunities.
