Job summary

Praescient Analytics seeks a Federal Pipeline Manager & Proposal Writer to own opportunity discovery and pipeline readiness for federal growth, coordinating with executives and the BD team. The role emphasizes independent writing, editing, and coordination across pre‑award activities.

Remote work is allowed for residents of the United States; this role requires strong federal contracting experience, APMP certification, and knowledge of pipelines, templates, and compliance processes.

Qualifications

• At least four (4) years of federal government contracting experience spanning opportunity research, pipeline or business‑development operations, and hands‑on proposal writing and editing.
• Current APMP certification at Foundation level or higher.
• Experience sourcing, researching, documenting, and tracking federal opportunities through online procurement systems and the pipeline‑to‑proposal lifecycle.
• Ability to independently write and edit RFIs, sources‑sought responses, task‑order proposals, capability statements, and proposal sections or volumes.
• Knowledge of federal acquisition practices, common solicitation structures, evaluation criteria, IDIQs, GWACs, and prime/subcontract models.
• Experience maintaining a disciplined opportunity pipeline or CRM and producing concise research for leadership decisions.
• Experience coordinating NDAs, teaming agreements, data calls, or pre‑award documentation using approved templates.
• Strong editing skills and ability to ensure compliance, readability, and evaluator focus.

Responsibilities

• Identify federal opportunities across portals (GSA eBuy, SeaPort NxG, APFS, SAM.gov, forecasts, OASIS+, SEWP VI, and GWAC/IDIQ portals).
• Screen opportunities for alignment with Praescient capabilities, past performance, contract vehicles, NAICS codes, and prime/subcontract possibilities.
• Prepare concise opportunity research briefs with customer, scope, value, timing, deadlines and recommended actions.
• Maintain complete CRM/pipeline records, milestones, stage definitions, source documents, contacts, actions, decisions, and deadlines.
• Provide research to leadership, BD team, and portfolio managers for PWIN assessments and capture actions.
• Track draft solicitations, RFIs, industry days, questions, amendments, and proposal deadlines.
• Manage opportunity and task-order pipelines for prime and subcontract vehicles (OASIS+, SEWP VI, IDIQ/GWAC).
• Coordinate onboarding, profiles, reports, certification updates, and pre‑award documentation.
• Prepare, route, track, and maintain approved‑template NDAs and teaming agreements; escalate nonstandard terms as needed.
• Facilitate handoffs to Federal Proposal Manager & Lead Writer with complete source documents and deadlines.
• Independently manage smaller RFIs, sources‑sought responses, capability statements, and quick turns.
• Lead surge responses as alternate proposal manager; develop compliance matrices and outlines; draft content and coordinate inputs.
• Provide editorial support for proposals led by Federal Proposal Manager, ensuring compliance, structure, and evaluator focus.
• Perform independent compliance and content reviews; document findings and close out before submission.
• Use approved generative‑AI tools for market research, requirements extraction, outlining, drafting, and editing with source grounding.
