Job summary

RESPEC is seeking a Business Analyst – Business Operations & Analysis, Intermediate to support Indian Affairs (IA) and Office of Information Technology (OIT) programs. The role collaborates with government stakeholders, project managers, security personnel, vendors, and contractors to analyze operations, define requirements, and drive modernization initiatives.

Qualifications

• Minimum five years of business analysis experience in federal IT investments.
• Experience turning operational needs into clearly defined requirements.
• Ability to map current, interim, and future-state processes and identify improvements.
• Experience with PMO operations, IT investment management, and IT modernization.
• Knowledge of ITIL, change management, and service-request fulfillment.
• Strong written and verbal communication and leadership skills.

Responsibilities

• Elicit, analyze, validate, document, and manage business and system requirements.
• Translate operational needs into actionable recommendations.
• Map current, interim, and future-state processes and identify improvements.
• Create user stories, acceptance criteria, and backlogs.
• Prepare requirements and testing materials for assessments and audits.
• Support privacy, security documentation and risk assessments.
• Develop process models, workflows, and system diagrams using Visio.
• Maintain project artifacts using Azure DevOps and related tools.
• Lead requirements sessions and stakeholder interviews.
