Concept Plus is seeking a Vice President of Business Development to lead Federal Civilian accounts. This high-impact role shapes growth strategy, leverages deep technical capabilities, and builds relationships with critical agencies to modernize and secure IT ecosystems.

You will drive full lifecycle capture, guide proposals, and partner with primes and small businesses to expand opportunities, while traveling up to 20% to pursue and win multi-million-dollar contracts.

Qualifications

• 10+ years in business development & capture with federal agency experience.
• Proven track record of winning multi-million-dollar federal contracts within FedCiv.
• Deep relationships within FedCiv agencies (DOT, FAA, DOE) preferred.
• Expertise in full-lifecycle capture, proposal development, and strategic positioning.

Responsibilities

• Develop and execute full growth strategy for FedCiv accounts.
• Lead lifecycle opportunity management from ID to capture.
• Drive growth through targeted capture, recompetes, and expansion with key accounts.
• Position Concept Plus offerings (data analytics, AI/ML, cloud, digital transformation).
• Engage with DOE labs leadership to expand partnerships and modernize platforms.
