Job summary

Concept Plus is seeking a Vice President of Business Development to lead our HHS account from its Fairfax, VA-based headquarters. You will strategize growth, drive capture, and champion multi-million-dollar federal opportunities with senior HHS stakeholders.

Bring a proven track record in full lifecycle capture, proposal development, and strategic positioning. Lead cross-functional teams, partner with primes, and mentor junior BD staff to sustain mission-critical modernization efforts.

Qualifications

• 10+ years in business development & capture with at least 3+ years at HHS agencies.
• Proven track record of winning multi-million-dollar federal contracts within HHS.
• Deep relationships within HHS agencies highly preferred.
• Expertise in full-lifecycle capture, proposal development, and strategic positioning.
• Ability to translate client needs into Concept Plus service offerings from AI-driven analytics to critical infrastructure.
• Strong leadership, communication, and consultative skills; travel up to 20%.

Responsibilities

• Lead growth and capture for the US Department of Health & Human Services (HHS).
• Own full lifecycle opportunity management from identification to capture.
• Drive growth through targeted capture, recompetes, and organic expansion within key accounts.
• Position Concept Plus offerings including data analytics, AI/ML, cloud, and digital transformation.
• Engage with HHS leadership to expand partnerships and modernize platforms.
• Forge relationships with senior HHS decision-makers and mentor BD team.
