Job summary

Concept Plus is seeking a Vice President of Business Development to lead our Federal Civilian accounts from growth strategy to capture, reporting to the SVP/GM. You will drive full lifecycle opportunity management and orchestrate engagements across DOE, DOT, FAA and other agencies.

You will build relationships with senior FedCiv decision-makers, operate as a trusted advisor, and align offerings—from AI analytics to cloud modernization—with agency missions. Travel up to 20% is expected.

Qualifications

• 10+ years in business development & capture with at least 3+ years at FedCiv agencies (DOT, FAA, DOE).
• Proven track record of winning multi-million-dollar federal contracts within FedCiv.
• Deep relationships within FedCiv agencies (DOT, FAA, DOE) highly preferred.
• Expertise in full-lifecycle capture, proposal development, and strategic positioning.
• Ability to translate client needs into Concept Plus service offerings (AI analytics to mission-critical infrastructure).
• Strong leadership, communication, and consultative skills—guide stakeholders through IT transformations.
• Hands-on, proactive—own the process from strategy to execution.
• Willingness to travel up to 20%.

Responsibilities

• Grow and lead capture for FedCiv accounts.
• Lead full lifecycle opportunity management from identification through capture.
• Drive growth via targeted capture, recompetes, and organic expansion in key accounts.
• Strategically position Concept Plus offerings (data analytics, AI/ML, cloud, digital transformation).
• Engage with DOE labs leadership to expand partnerships and modernize platforms.
• Forge and strengthen relationships with senior FedCiv decision-makers.
• Act as trusted advisor and industry thought leader for mission modernization.
• Partner with primes, mid-tier, and small businesses to drive teaming and joint ventures.
• Report to SVP/GM of Federal Civilian Sector.
• Collaborate with capture, proposals, recruiting, and operations teams; mentor juniors.
