Lancaster County, SC, located in the fast-growing and highly desirable Charlotte, NC region, is the third fastest growing county in South Carolina with a population of 112,000. The County is committed to managing growth and enhancing the quality of life through sound policies, innovation, capital investments, business recruitment, public safety support, and parks and recreation amenities. The County is governed under the Council – Administrator form of government. The workforce consists of 707 full-time employees and approximately 500 part-time employees and operates on a combined funds budget of nearly $150 million for FY25. The County consists of one city and three towns and is working to balance suburban growth and rural area service needs. The County is seeking qualified candidates for the Facilities and Building Maintenance Director position to lead the Facilities and Building Maintenance Team. The Facilities and Building Maintenance Director is a highly visible and key member of the organization. The Facilities and Building Maintenance Director reports to the Public Services Division Director and works closely with County Administration and all County Department Directors on a regular basis.
The successful candidate will oversee 73 facility assets, addressing day-to-day maintenance needs, while planning for preventive maintenance and long-term facility needs, for many unique facilities, including libraries, recreation centers, detention center, and an airport terminal, among others. The position will oversee landscaping, janitorial, elevator, and other contracts to ensure county facilities and operations are maintained at the highest level. The Director will oversee a motivated team of 9, including maintenance technicians, janitorial staff and event support. Key role will be to maintain and assign a work order system to address the various HVAC, plumbing and electrical needs for the facilities. Must be able to work with contractors, understand local government procurement rules and bidding processes. Will oversee a department budget of $2.1 million, and will have input into multimillion dollar building projects, renovations, and property acquisitions. Works primarily with other Public Services Division Departments (public works) and Parks and Recreation, but interacts with all departments. Will provide leadership on all facility issues and provide management guidance in addressing employee relations and work performance issues, in accordance with county policies, procedures and all pertinent laws and regulations.
The ideal candidate for this position will be a motivated and creative individual with experience in managing a large portfolio of facility and grounds assets, with an understanding of general maintenance including HVAC, plumbing and electrical. Must be well organized, task focused to accomplish pressing day to day issues, yet also plan for scheduled maintenance and long-term facility needs. The candidate will demonstrate exceptional customer service, particularly to other department directors, and a desire to promote safety through facility design and function. The candidate will thrive in a team setting and possess a high degree of problem-solving, time management and prioritization skills. The successful candidate will have strong writing skills and an ability to effectively communicate both orally and in writing. The ideal candidate will have a bachelor’s degree, 7 or more years of experience in facilities management, and 3 years in specific building maintenance or construction employment; or any equivalent combination of experience and training which provides the required knowledge skills and abilities. Local government experience a plus.
