Qualifications

  • A baccalaureate degree in economics, finance, accounting, business or public administration, auditing, statistics, mathematics, actuarial science, data analysis, information technology, information security, communications, project management, management science, operations research, organizational behavior, industrial psychology, psychology, sociology, political science, urban studies, public relations, or a related field, or a juris doctor degree from an accredited law school, and four years of satisfactory full-time experience implementing retirement plan provisions.
  • Associate degree with six years of related professional experience including 18 months in executive/administrative capacity.
  • Equivalency acceptable with at least 18 months of executive/managerial/supervisory experience and high school equivalency.

Responsibilities

  • Draft and update agency procurement policy.
  • Ensure training and supervision of procurement staff.
  • Liaison between Procurement and Legal for contract drafting and negotiation.
  • Coordinate with business units to meet procurement needs.
  • Assist with vendor communication and development of Scope of Work.
  • Participate in Procurement and Contract Management software projects.
  • Ensure compliance with PPB Rules and city contracting practices; suggest improvements.
  • Advise on efficient procurement methods and development of specifications.
  • Advise executives on procurement matters and relevant laws.
  • Track contracts for timely review and registration.
  • Direct audits of contracts and purchasing procedures for efficiency and compliance.
  • Run data reports on procurement volume and processing times; implement process improvements.
  • Draft and edit intricate solicitation documents.
