Job summary

The State of Connecticut, Office of the State Comptroller (OSC) seeks an Agency Information Technology Manager to lead business and functional support teams delivering Human Resource services within Core-CT. Located at 165 Capitol Avenue, Hartford, the role partners with OSC leadership, agencies, vendors and stakeholders.

This position manages HR, Time and Labor, Benefits, Payroll, CRM and Pension modules, aligning IT with business strategy and ensuring reliable ERP data across HR processes.

Qualifications

• Experience directing IT teams and supporting HR-focused applications.
• Knowledge of state/federal laws and regulations affecting IT
• Familiarity with ERP systems and software development lifecycle

Responsibilities

• Directs staff and operations of an agency information technology system.
• Coordinates, plans and manages division activities.
• Formulates program goals and objectives.
• Develops or assists in development of related policy.
• Interprets and administers pertinent laws.
• Evaluates staff.
• Prepares or assists in preparation of division budget.
• Maintains contacts with stakeholders.
• Establishes priorities for systems development and IT projects.
• Develops plans for future utilization of IT services in the agency.
• Ensures high quality, low-cost technology solutions aligned with agency needs.
• Leads recruitment and hiring of staff.
