Job summary

The State of Connecticut, Office of the State Comptroller, is seeking an Agency Information Technology Manager to oversee the HCM service delivery team and coordinate activities across HR, Time and Labor, Benefits, Payroll, CRM and Pension modules. This leadership role directs strategic IT priorities, ensures system reliability, and aligns technology with agency business goals.

The role emphasizes experience in ERP/HCM environments, people management, and policy development within a state

Qualifications

• Ten (10) years of experience in computer or network operations, systems development, information technology analysis and planning.
• Three (3) years in a lead capacity.

Responsibilities

• Directs staff and operations of an agency information technology system.
• Coordinates, plans and manages division activities.
• Formulates program goals and objectives.
• Develops or assists in development of related policy.
• Interprets and administers pertinent laws.
• Evaluates staff.
• Prepares or assists in preparation of division budget.
• Maintains contacts with stakeholders and partners.
• Establishes priorities for systems development and IT projects.
• Leads recruitment and hiring of staff.
