Job summary

Stanley Consultants, Inc. invites a seasoned Program Manager to lead and expand the firm's enterprise Program Management practice across markets. You will bridge C-suite leaders, market leads, client service teams, and delivery personnel to advance advisory services, PMO, and CIP initiatives.

The role requires deep program governance, cost and schedule oversight, and the ability to mentor teams while developing growth plans for Federal/DoD and other sectors nationwide.

Qualifications

• Bachelor’s degree in engineering, Construction Management, or related field required.
• Master’s degree preferred.
• Certifications such as PE, PMP, PgMP, CCM, or DBIA preferred.
• 18+ years in program/project management and infrastructure delivery.
• 10+ years leading multidisciplinary teams on large programs.
• Experience with Federal/DoD clients and mega-scale projects.

Responsibilities

• Develop and lead Stanley's enterprise Program Management practice across markets.
• Establish vision, service offerings, and standards for program management services.
• Create tools, governance frameworks, and best practices.
• Evaluate staffing, capabilities, and processes for gaps.
• Provide oversight during design and pre-construction phases for projects.
• Translate mission requirements into Owner’s Project Requirements (OPR).
• Establish project governance enabling rapid government approvals.
