Job summary

Leidos is seeking a Business Development Manager in the Enterprise Civil division to drive growth across civilian accounts. This ownership role focuses on whitespace expansion, on-contract growth, and recompete protection, reporting to the Strategic Growth Director and building executive relationships with CIOs, CFOs, CISOs, and program executives.

Qualifications

• Bachelor's degree in a related field and 12+ years of business development or capture experience in federal IT services.
• Proven track-record of high new business wins and successful large-scale BD activities in federal contracting.
• Experience leading virtual pursuit teams across a matrixed organization without direct authority.
• Demonstrated ability to close deals with federal civilian agencies and maintain executive relationships.

Responsibilities

• Partner with the Strategic Growth Director and leadership to orchestrate capabilities into differentiated solutions for customers.
• Own and execute Customer Call Plans for key customers and program results; brief Growth leaders on engagement outcomes; provide strategic market insights.
• Present and defend opportunities in senior reviews with evidence-based value propositions and win strategies.
• Build and sustain executive relationships with CIOs, CFOs, CISOs, and program executives across accounts.
• Identify whitespace opportunities 12–36 months ahead; shape requirements through engagement and RFIs.
• Partner with program managers to execute On-Contract Growth plans and feed recompete readiness insights.
• Maintain pipeline accuracy and velocity in CRM; forecast with discipline and guide investments.
• Track agency budgets and policy shifts; translate into positioning moves.
