Community Action in Washington County, Oregon is seeking an Energy Conservation Specialist to manage essential energy conservation programs, focusing on weatherization, data integrity, and regulatory compliance. The role supports low-income, senior, and disabled households with timely service delivery and accurate reporting.

You will lead program administration, oversee the Weatherization database, and collaborate with partners to ensure project success and adherence to funding requirements.

Qualifications

• At least 4 years of experience in weatherization, HVAC, or building construction.
• Intermediate to advanced skills in Microsoft Office (Excel, Teams, Outlook) and experience managing complex database applications for reporting.
• Ability to manage multiple tasks with competing priorities without losing track of details.
• Strong skills in working with diverse populations (low-income, seniors, and minority communities) and the ability to work independently and as a team lead.
• Commitment to confidentiality, ethical conduct, and workplace safety.

Responsibilities

• Lead the administration of the CDBG rehab and No Heat programs; liaise with partners and funders, manage applications, ensure regulatory compliance.
• Act as the technical lead for the Weatherization database; ensure data integrity, generate detailed performance reports, track expenditures with precision.
• Conduct thorough project file reviews to ensure accuracy and adherence to State and Federal requirements.
• Oversee client intake, waitlist management, and file assignments to ensure equitable service delivery and timely contract completion.
• Serve as a key member of the program leadership team, helping to develop, draft, and implement department policies and procedures.
