Job summary

City of Amarillo seeks an Emergency Management Specialist to coordinate emergency plan development, support EOC operations, and assist with exercise design for Emergency Management. The role involves public outreach, budget input, and grant coordination from state and federal sources.

The position requires a degree in emergency management or related field, completion of NIMS/ICS and FEMA PDS within a year, and a valid Texas Driver’s License.

Qualifications

• A degree in Emergency Management, Planning, Business, or Public Administration, or like field is preferred.
• Education may be supplemented by one (1) year of experience with planning and implementing emergency services response plans.
• Completion of command level NIMS/ICS courses (IS-100; IS-200; IS-700; IS-702; IS-703; IS-706; IS-800; G-300; & G-400) and FEMA PDS courses within one year of employment is required.
• Valid Texas Driver’s License required.
• Certified Emergency Manager (CEM) and TEM credentials are preferred within three years of employment.

Responsibilities

• May serve as 24/7 Duty Officer on a rotating basis with other OEM staff.
• Participates in all EOC activations, with or without notice.
• Develops and maintains Emergency Operations Plans and SOPs for the City and contracted jurisdictions.
• Coordinates with City departments and the public to draft and update plans.
• Assists with public awareness presentations and training related to preparedness.
• Supports Hazard Mitigation Program, COOP/BCP development, and disaster exercise design.
