Job summary

Baltimore City Public Schools is seeking a Human Capital Partner to advise Principals and central office leaders on all aspects of human capital—from recruiting to retention. The role emphasizes data-driven decisions, policy guidance, and exemplary customer service to improve staff effectiveness across 25-35 schools or district offices.

The partner will analyze workforce data, collaborate with the Human Capital Office, and ensure compliance with district and legal requirements while driving

Qualifications

• Bachelor's degree required in human resources, education, business administration, organizational leadership, or closely related field. Master's preferred.
• At least four years of experience across multiple human capital areas (recruiting, onboarding, compensation, evaluation, talent development, etc.).
• Experience in an educational organization or with Principals/Supervisors is preferred.
• Advanced skills in Windows and Microsoft Office (Word, Excel, PowerPoint, Outlook).
• Knowledge of HRIS systems such as Taleo, Oracle, or PeopleSoft is strongly preferred.

Responsibilities

• Advises Principals or District Supervisors to hire, develop, evaluate, engage, and retain staff.
• Provides comprehensive human capital data and analytics to support decision making.
• Performs employment lifecycle activities including recruiting, selection, onboarding, licensing/certification, performance management and retention.
• Communicates policies and procedures, and ensures compliance with laws and district policies.
• Collaborates with HR colleagues and district departments to address staff needs and project workforce planning.
