Job summary

Oneida ESC Group seeks a highly motivated Program Manager to lead the Air Force Global College Instructional Management and Learning Support contract at Maxwell AFB in Alabama. You will provide executive program leadership, oversee budgets and schedules, and coordinate with DoD stakeholders and SMEs to ensure successful outcomes.

Qualifications

• Bachelor’s degree in a related field.
• Minimum 10 years of program management experience for complex federal/education/professional services programs.
• Experience leading cross-functional teams, SMEs, and subcontractors.
• Experience managing budgets, schedules, and performance reporting.
• Ability to obtain and maintain federal security/installation access credentials.

Responsibilities

• Provide program leadership, management, administration, and quality oversight for the contract.
• Manage execution of program activities including curriculum support and advisory services.
• Recruit, train, and supervise SMEs, instructional designers, and support personnel.
• Develop and maintain project plans, budgets, milestones, and risk registers.
• Coordinate execution across government stakeholders, subcontractors, and staff.
• Lead kickoff meetings, monthly status reviews, and technical status meetings.
• Prepare MSRs, PMPs, quality docs, and executive-level briefings.
• Monitor budgets, schedules, staffing, and contract compliance.
• Develop dashboards and reporting mechanisms for executive visibility.
• Support transition, risk mitigation, and continuous improvement initiatives.
