Job summary

Oneida Professional Services (OPS) seeks a highly skilled Program Manager for a full-time role at Maxwell AFB, AL. You will lead the Air Force Global College Instructional Management and Learning Support contract, directing cross-functional teams, SMEs, and instructional staff to deliver program goals on time and within budget.

You will develop plans, manage budgets, and produce executive reports, dashboards, and PMPs.

Qualifications

• Bachelor’s degree in Business Administration, Program Management, Education, Organizational Leadership, Public Administration, or related field.
• Minimum 10 years of experience managing complex federal, education, training, or professional services programs.
• Experience leading cross-functional teams, subcontractors, and subject matter experts.
• Experience developing management plans, status reports, and executive-level briefings.
• Strong leadership, organizational, communication, and stakeholder management skills.
• Ability to obtain and maintain required federal security and installation access credentials.

Responsibilities

• Provide overall program leadership, management, administration, and quality oversight for the contract.
• Manage execution of program and instructional enhancement activities, including curriculum support and advisory services.
• Recruit, train, assess, and manage SMEs, instructional designers, advisors, and support personnel.
• Develop and maintain project plans, schedules, staffing, budgets, milestones, risk registers, and performance metrics.
• Coordinate program execution across government stakeholders, subcontractors, instructional teams, and support staff.
• Lead project kickoff meetings, monthly status reviews, and technical status meetings.
• Prepare and deliver MSRs, PMPs, quality documentation, and executive-level briefings.
• Monitor budget execution, schedule performance, staffing levels, and contract compliance.
• Develop dashboards and reporting mechanisms to support executive decision-making.
• Support transition planning, risk mitigation, knowledge transfer, and continuous process improvement.
