Job summary

Tetra Tech is seeking an experienced Cost Estimator to support FEMA Public Assistance and disaster recovery programs by developing accurate, defensible cost estimates for infrastructure restoration, emergency work, and permanent work projects. You will evaluate damaged infrastructure, develop project scopes, prepare cost estimates, and assist with funding eligibility determinations.

This on-call, as-needed position may be remote, field-based, or hybrid depending on client needs and project

Qualifications

• 2+ years of professional experience in construction estimating or related fields.
• Experience developing conceptual and detailed cost estimates for infrastructure or facilities.
• Experience estimating labor, equipment, material, and construction costs.
• Familiarity with modern construction practices and project scopes.
• Strong written and verbal communication abilities.

Responsibilities

• Support FEMA Public Assistance and disaster recovery programs with scoping, damage assessment, and cost estimating.
• Prepare conceptual, parametric, and bottom-up cost estimates for disaster recovery projects.
• Develop labor, equipment, materials, and general conditions cost estimates.
• Review plans, specifications, and cost documentation for compliance and reasonableness.
• Coordinate with multidisciplinary teams and maintain audit-ready documentation.
