Job summary

Tetra Tech is seeking an experienced Cost Estimator to support FEMA Public Assistance and disaster recovery programs nationwide. You will develop accurate, defendable cost estimates for infrastructure restoration, emergency, and permanent work, evaluating damaged facilities and supporting eligibility determinations.

This on-call, as-needed role may be remote, field-based, or hybrid depending on client needs and project requirements. Travel may be required.

Qualifications

• Minimum of 2 years of professional experience in construction estimating or related discipline.
• Experience developing conceptual, parametric, and detailed cost estimates for infrastructure or facilities.
• Experience estimating labor, equipment, material, and construction costs.
• Familiarity with modern construction practices and project scope development.
• Experience working with multidisciplinary project teams.
• Strong written and verbal communication abilities.
• Proficiency with Microsoft Office Suite, especially Excel.
• Willingness to travel and valid driver’s license.

Responsibilities

• Support FEMA Public Assistance and other disaster recovery programs with cost estimating.
• Perform site inspections and assess damages to inform cost estimates.
• Develop bottom-up cost estimates including labor, equipment, materials, and subcontractors.
• Prepare cost analyses for roads, bridges, utilities, buildings and other infrastructure.
• Assist with RFIs, technical reviews, and documentation.
• Coordinate with engineers, architects, environmental specialists, grant professionals, and construction experts.
• Maintain project records and supporting documentation.
