Job summary

The Commonwealth of Pennsylvania's Pennsylvania Department of Transportation (PennDOT) seeks a Director of Business Opportunity to lead statewide programs that expand access, support diverse businesses, and strengthen partnerships across the transportation industry.

You will supervise staff, oversee DBE certification decisions and good faith effort evaluations, monitor compliance with laws and directives, and guide outreach and interagency collaboration.

Qualifications

• Bachelor's degree required or equivalent combination of experience and training.
• Experience supervising staff and managing complex programs.
• Strong understanding of civil rights laws, regulations, and DBE processes.

Responsibilities

• Direct statewide business opportunity programs and ensure alignment with civil rights laws and regulations
• Review and approve decisions related to DBE certification and good faith effort evaluations
• Assess agency activities to verify adherence to state laws, federal regulations, and executive directives
• Lead outreach efforts, presentations, and engagement initiatives for business opportunity programs
• Participate in statewide committees and coordinate with partners on certification and program efforts
• Guide and evaluate assigned staff, provide direction, and support successful program administration
