GovCIO is seeking a Director, Program Delivery to lead delivery execution across a large portfolio of technology advisory, modernization, and transformation initiatives for the Department of Veterans Affairs.

This role oversees program delivery, client execution, workforce alignment, and portfolio risk, working with the Director of Portfolio Operations to ensure a seamless, integrated approach with clear accountability and strong stakeholder visibility.

Qualifications

• Bachelor's degree in a technical or business-related field.
• 10+ years of federal technology delivery or program management experience.
• 5+ years supporting VA, specifically VA's DTC or OIT.
• Experience leading large, geographically distributed teams.
• Experience overseeing delivery across multiple programs and VA stakeholder groups.
• Experience developing LOEs, staffing models, and cost estimates for federal customers.
• Strong executive-level client engagement and problem-solving skills.
• Experience in technology modernization, cloud, cybersecurity, data, or emerging tech.

Responsabilités

• Lead day-to-day delivery across a complex portfolio of VA programs and initiatives (30+).
• Partner with the Director of Portfolio Operations to ensure delivery and operations work as one integrated team.
• Lead and develop program and delivery leaders with clear accountability and escalation paths.
• Maintain visibility into delivery performance, staffing, milestones, dependencies, and portfolio risks.
• Establish consistent delivery governance, performance measures, and operating rhythms across programs.
• Proactively identify and resolve delivery, staffing, quality, and customer risks.
• Build strong relationships with VA stakeholders and serve as senior escalation point for delivery issues.
• Coordinate across programs to address shared resources, priorities, dependencies, and challenges.
• Partner with Portfolio Operations on financial performance, staffing, onboarding, and contracts.
• Support stand-up and transition of new work into delivery and scale successful approaches.
