Job summary

GovCIO is seeking a Director, Program Delivery to lead delivery execution across a large portfolio of VA technology modernization initiatives. You will oversee program delivery, client engagement, portfolio performance, and risk management while aligning with the Director of Portfolio Operations to ensure integrated delivery across the portfolio.

The role requires 10+ years in federal technology delivery and 5+ years with VA or VA OIT, leading large, distributed teams and complex programs.

Qualifications

• Bachelor's degree in a technical or business-related field.
• 10+ years of federal technology delivery, program management, or portfolio leadership.
• 5+ years supporting VA or VA DTC/OIT.
• Experience leading large, geographically distributed teams (50+ staff).
• Experience overseeing multiple concurrent VA programs and stakeholder groups.
• Experience developing LOEs, staffing models, cost estimates, and labor mappings for government customers.
• Experience with modernization, cloud, cybersecurity, data, AI, or emerging tech.
• Strong executive-level client engagement, communication, and problem-solving skills.

Responsibilities

• Lead day-to-day delivery across a complex VA portfolio (30+ programs).
• Partner with Portfolio Operations to align delivery and operations.
• Develop program leaders with clear accountability and escalation paths.
• Maintain visibility into delivery performance, staffing, milestones, risks.
• Establish governance, measures, and operating rhythms across programs.
• Identify and resolve delivery, staffing, quality, and customer risks.
• Build relationships with VA stakeholders; serve as senior escalation point.
• Coordinate across programs for shared resources and priorities.
• Support stand-up of new work and scale successful approaches.
