Job summary

GovCIO is seeking a Director, Program Delivery to lead execution for a large portfolio of VA technology modernization and transformation initiatives. This fully remote role oversees delivery performance, staffing, and risk, and partners with Portfolio Operations to ensure seamless operations across multiple programs.

The ideal candidate has 10+ years in federal tech delivery and 5+ years with VA, plus strong executive engagement, leadership, and collaboration skills to drive high-quality

Qualifications

• Bachelor's degree in either a technical or business-related field.
• 10+ years of federal technology delivery, program management, portfolio leadership, or related functions.
• 5+ years supporting VA VA's Digital Transformation Center or OIT.
• Experience leading large, distributed teams (50+ staff) and complex portfolios.
• Experience overseeing multiple concurrent programs and VA stakeholder organizations.
• Experience developing LOEs, staffing models, cost estimates, and labor categories for federal customers.
• Experience with technology modernization, cloud, cybersecurity, data, AI, or emerging tech.
• Strong executive-level client engagement, communication, leadership, and problem-solving skills.

Responsibilities

• Lead day-to-day delivery across a large, complex VA portfolio (30+ programs).
• Partner with Portfolio Operations to align delivery and operations.
• Develop program leaders and establish accountability and escalation paths.
• Maintain visibility into delivery performance, staffing, milestones, and risks.
• Establish governance, metrics, and operating rhythms across programs.
• Identify and resolve delivery, staffing, quality, and customer risks.
• Build relationships with VA stakeholders and serve as senior escalation point.
• Coordinate across programs for shared resources and dependencies.
• Collaborate on financials, onboarding, partner performance, and contracts.
• Support stand-up and transition of new work into delivery and scale across portfolio.
