Job summary

GovCIO is seeking a Director, Program Delivery to lead delivery execution across a large portfolio of technology advisory, modernization, and transformation initiatives supporting the Department of Veterans Affairs (VA). This role will oversee program delivery, client execution, delivery performance, workforce alignment, and portfolio risk to ensure consistent, high-quality outcomes across the portfolio.

Qualifications

• 10+ years in federal technology delivery and program management.
• 5+ years supporting VA Digital Transformation Center or VA OIT.
• Experience leading large, geographically distributed teams.
• Experience overseeing multiple concurrent programs for VA stakeholders.
• Experience developing LOEs, staffing models, and cost estimates for federal customers.

Responsibilities

• Lead day-to-day delivery across a complex portfolio of VA programs and initiatives (30+).
• Partner with the Director of Portfolio Operations to ensure integrated delivery and operations.
• Develop program and delivery leaders with clear accountability and escalation paths.
• Maintain visibility into delivery performance, staffing, milestones, dependencies, and risks.
• Establish governance, performance measures, and operating rhythms across programs.
• Identify and resolve delivery, staffing, quality, and customer risks.
• Build relationships with VA stakeholders and serve as a senior escalation point.
• Coordinate across programs for shared resources and dependencies.
• Support stand-up and transition of new work into delivery and scale successful approaches.
