Job summary

GovCIO seeks a Director of Program Delivery to lead a portfolio of VA technology modernization and transformation initiatives. The role oversees delivery performance, staffing alignment, and risk management, partnering with Portfolio Operations to ensure seamless integration across programs.

The ideal candidate has 10+ years in federal technology delivery, 5+ years with VA, and proven experience leading large, distributed teams, delivering complex projects on time and within budget.

Qualifications

• Bachelor's degree in either a technical or business-related field.
• 10+ years of progressive experience in federal technology delivery, program management, portfolio leadership, or related functions.
• 5+ years supporting the Department of Veterans Affairs (VA) and VA's Digital Transformation Center or OIT.
• Experience leading large, geographically distributed teams (50+ staff).
• Experience overseeing multiple concurrent programs and VA stakeholders.
• Experience developing LOEs, staffing models, cost estimates, and labor categories for federal customers.
• Experience in technology modernization, digital transformation, cloud, cybersecurity, data, AI or emerging tech.
• Strong understanding of federal tech delivery, risk management, and client engagement.
• Experience establishing governance and reporting across multiple programs.
• Experience working with subcontractors and cross-functional teams.

Responsibilities

• Lead day-to-day delivery across a large portfolio of VA programs and initiatives (30+).
• Partner with Portfolio Operations to ensure integrated delivery and operations.
• Develop program and delivery leaders with clear accountability and escalation paths.
• Maintain visibility into delivery performance, staffing, milestones, and risks.
• Establish governance, performance measures, and operating rhythms across programs.
• Identify and resolve delivery, staffing, quality, and contractual risks.
• Build relationships with VA stakeholders and act as senior escalation point.
• Coordinate resources, priorities, and dependencies across programs.
• Support stand-up and transition of new work into delivery and scale successful approaches.
