Job summary

Barstow Community College District seeks a dynamic, hands-on Director of Human Resources to provide operational leadership and technical expertise across HR and Payroll functions, including payroll processing, benefits, recruitment, onboarding, and employee relations.

The Director will strengthen processes and ensure accurate, responsive service to faculty, staff, and administrators while advancing the District’s mission.

Qualifications

• Bachelor's degree in HR or related field; 5+ years of HR experience.
• Experience in payroll operations and benefits administration.
• Knowledge of FERPA, HIPAA, and ADA compliance.
• Ability to lead cross-functional teams and manage budgets.
• Familiarity with Education Codes and public sector HR laws.

• Plan, manage, and coordinate HR and payroll operations.
• Develop and administer policies, procedures, and budgets.
• Provide leadership on employee relations and investigations.
