Job summary

TechSur Solutions, LLC in the DC metropolitan area seeks a Director/Sr. Manager to lead and scale the federal proposal function. This role is responsible for managing complex, high-value federal proposals from pre-RFP through submission, ensuring compliance, schedule discipline, and high-quality deliverables.

Qualifications

• 5+ years of federal proposal leadership experience.
• Proven success leading large, complex federal proposals.
• Strong understanding of FAR-based solicitations and evaluation criteria.
• Experience managing multi-volume, multi-phased proposals.
• Ability to lead proposal teams under tight deadlines.
• Experience coordinating with cross-functional stakeholders.

Responsibilities

• Provide proposal leadership for complex federal opportunities.
• Develop schedules, compliance matrices, and production plans.
• Drive color team reviews and executive approvals.
• Ensure compliance with Section L/M requirements.
• Oversee final production and on-time submission.
• Collaborate with CGO, BD Ops, and Capture to support win strategies.
