Job summary

TechSur Solutions is seeking a Director/Sr. Manager to lead and scale the federal proposal function.

You will oversee complex proposals from pre-RFP through submission, ensuring compliance, schedule discipline, and high-quality deliverables in a leadership and orchestration role. You will manage proposal coordinators and managers, coordinating with Capture, Solutions, Pricing, and Executive teams to drive win strategies and ensure timely submissions.

Qualifications

• 5+ years of federal proposal management experience.
• Experience leading large, complex federal proposals.
• Strong understanding of FAR-based solicitations and evaluation criteria.
• Experience managing multi-volume and multi-phased proposals.
• Ability to lead proposal teams under tight deadlines.
• Executive-level communication skills.

Responsibilities

• Lead complex federal proposals (IDIQs, BPAs, task orders, GWACs).
• Develop proposal schedules, compliance matrices, and production plans.
• Drive color team reviews (Pink, Red, Gold) and executive approvals.
• Ensure full compliance with Section L/M requirements.
• Oversee final production and on-time submission.
• Team Management: Manage and mentor proposal coordinators and proposal managers.
• Assign roles, manage workloads, and ensure accountability.
• Build scalable processes, templates, and governance structures.
• Establish repeatable proposal infrastructure and content management practices.
• Strategic Collaboration: Partner with CGO, Director of BD Operations, and Capture to support win strategies.
• Participate in bid/no-bid decisions.
• Ensure win themes and discriminators are clearly reflected across volumes.
• Support executive summaries and oral presentations as needed
