Job summary

JCS Solutions LLC is seeking a Director of Proposal Operations to lead the end-to-end federal proposal function, building a disciplined, scalable operation that supports growth across the federal market. This leader partners with Growth, Capture, Contracts, Pricing, Technical Leadership, Operations, and executive teams to translate capture strategies into compliant, differentiated proposals.

Qualifications

5+ years in federal proposals and contracts management required.
Experience leading multi-team pursuit efforts under tight deadlines.
Ability to develop compliance matrices, schedules, and outlines.

Responsibilities

Lead end-to-end federal proposal lifecycle from RFI to submission.
Develop strategies, schedules, and reviews to ensure compliant, compelling proposals.
Direct proposal teams through kickoff, reviews, and on-time delivery.
Build scalable governance, templates, and quality standards for proposals.
Prioritize resources across multiple concurrent proposals based on objectives.
Establish vetted content and knowledge management for proposals.
Leverage AI/tools to improve efficiency while safeguarding sensitive data.
Collaborate with Growth, Contracts, Pricing, and operations teams.
