Qualifications

• Experience leading end-to-end DoD capture efforts.
• Ability to develop win strategies and engage customers.
• Strong collaboration with BD, SMEs, and proposal teams.
• Knowledge of DoD procurement processes and acquisition trends.

Responsibilities

• Develop and implement standardized capture processes, SOPs, tools, and templates.
• Create a repeatable, scalable capture framework aligned with business development strategy.
• Establish department structure, workflows, and performance metrics.
• Lead end-to-end capture activities for high-priority pursuits; opportunity qualification, win strategy, competitive analysis, customer engagement planning, and solution shaping.
• Partner with BD, Technical SMEs, and Proposal Teams to ensure cohesive pursuit strategies.
• Conduct Black Hat/White Hat activities and integrate lessons learned into future captures.
• Build, mentor, and manage a capture team as the department expands.
• Provide coaching, knowledge transfer, and professional development for capture staff.
• Foster collaboration, accountability, and strategic thinking across stakeholders.
• Oversee customer call plans, gate reviews, win themes, and decision briefs.
