Job summary

Maryland Department of Health is seeking a Program Director to provide executive oversight for the LTSSMaryland technology program, including system development, operations, and vendor management that support Medicaid initiatives.

The role requires directing IT operations, establishing technical strategy and roadmaps, managing large-scale initiatives, and ensuring solutions align with state goals and federal requirements. Hybrid telework is eligible.

Qualifications

• Bachelor's degree required; Master's preferred.
• At least 12 years in program or project management.
• At least 8 years supervising IT programs or projects; Medicaid experience is a plus.

Responsibilities

• Direct and oversee LTSSMaryland system development, operations, infrastructure, and vendor-supported IT projects.
• Provide leadership to IT managers responsible for development, operations, support, QA, networking, and database management.
• Set system vision, strategy, architecture direction, and long-range roadmaps for Medicaid objectives.
• Oversee vendor contracts, ensuring compliance with contracts, schedules, performance, and deliverables.
• Manage a portfolio of complex IT projects including new functionality and infrastructure upgrades.
• Plan projects, manage risks, schedules, milestones, and performance measures.
• Provide governance for architecture, integration, security, scalability, continuity.
• Advise executive leadership on performance, risks, priorities, and investments.
• Prepare and present reports and updates to agency leadership and stakeholders.
• Perform related duties as assigned to support operations and program objectives.
