Job summary

State of Maryland is seeking an IT Systems Technical Specialist to plan, design, and develop the LTSSMaryland operating system and enhancements. You will lead business analysis, translate program needs into actionable system requirements, and guide stakeholders through the ADLC lifecycle.

The role requires coordinating with non-technical business owners, program leadership, and the software vendor to ensure accuracy and delivery aligns with program goals. Hybrid telework is available.

Qualifications

• Seven years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.
• Notes: substitutions for education and experience are allowed as described in the posting.
• Experience with LTSSMaryland, Medicaid, or large-scale government tech systems is preferred.
• Experience with business analysis, requirements management, user acceptance testing, and Agile methodologies.
• Experience working with software development vendors and cross-functional teams.

Responsibilities

• Plan, design, and develop the LTSSMaryland operating system and enhancement initiatives by managing business leads and translating program needs into system requirements.
• Support LTSSMaryland stakeholders through the Application Development Life Cycle (ADLC) including requirements, testing, validation, and release activities.
• Serve as a liaison between non-technical business owners, program leadership, and the vendor to ensure requirements accuracy and delivered functionality meets business needs.
• Support projects within the Medicaid IT project ecosystem as assigned.
