Job summary

The Maryland Department of Health, Office of Enterprise Technology, is seeking a full-time IT Systems Technical Specialist to plan, design, and develop the LTSSMaryland operating system and related enhancements.

The role acts as a liaison between business owners, program leadership and software development vendors, manages business leads, conducts process analyses, and ensures requirements align with program goals; hybrid telework eligibility and Medicaid IT project support are included.

Qualifications

• Seven years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.
• Experience supporting LTSSMaryland, Medicaid, healthcare, or other large-scale government technology systems.
• Experience with business analysis, requirements management, user acceptance testing, and Agile development methodologies.
• Experience working with software development vendors and cross-functional technical and business teams.
• Strong analytical, communication, and stakeholder engagement skills.

Responsibilities

• Plan, design, and develop the LTSSMaryland operating system and enhancement initiatives.
• Manage business leads, conduct process analysis, and translate program needs into system requirements.
• Serve as a key liaison between business owners, program leadership, and software development vendors.
• Support Medicaid IT projects as assigned.
